RECORD OF MINUTES OF THE SPECIAL MEETING OF THE BOARD OF EDUCATION

MORRISON COMMUNITY UNIT DISTRICT #6

NOVEMBER 17, 2005

 

A special meeting of the Board of Education of Morrison Community Unit District #6, County of Whiteside, State of Illinois, was duly called and held at 5:00 P.M. in the Superintendent’s Office in said district on November 17, 2005. 

 

On roll call, the following were present:  Kent Forth, Kevin Schlueter, Ellen Smith, Steve Swanstrom, and Sally Gray.  Board members Dave Boyles and Joy Tegeler were absent.  Also present were Superintendent Jody Ware, Recording Secretary Wendy Krajnovich.   Harvey Zuidema was a member from the community who was present.

 

COMMUNICATIONS/PUBLIC COMMENTS

Superintendent’s Report

Dr. Ware gave an updated report on the fund drive to pay for fuel for transportation of the donated student desks and computer carts to St. Tammany Junior High in Slidell. LA.  Local churches have been contacted to see if they would take up an extra collection this coming Sunday to help with the cost of fuel.  Any excess funds will be used to purchase school supplies. 

 

The Young Adult Group at Emmanuel Reformed Church had already conducted a fund drive for hurricane relief, and decided to donate their entire proceeds of $837.00 to our effort.    Some churches are taking up a special collection, and some are making a donation.  Dr. Ware expressed her joy at the generosity of these organizations. She also had high praise for the efforts of Roger Kallenbach on this project.  He has gone out of his way to take care of all the transportation details involved in a project such as this.  The delivery will be made after Thanksgiving.

Public Hearing: Waiver Request for Administrative Regulation Limitation

Board President Sally Gray opened the public hearing by asking Dr. Jody Ware to explain what the purpose of the meeting was and what expenditures were included in calculating administrative regulation limitation. Dr. Jody Ware reported that the preliminary requirements for requesting a waiver was to hold a public hearing on a non-regularly scheduled meeting date; publishing a notice in the local newspaper at least 7 days prior to the hearing date, and notifying our state representatives and the Morrison Education Association President.  Due to the percentage increase in administrative costs over 5%, this hearing was required.  Items listed under administrative costs are: superintendent’s salary, administrative secretary’s salary, interim superintendent salary, superintendent TRS, superintendent insurance, superintendent THIS, administrative equipment maintenance, administrative (superintendent) travel, postage, administrative (supt.) supplies, administrative (supt.) equipment, administrative (supt.) dues/fees, other administrative expenses, and the annual contract of the utility consultant.  The amount of increase is 7.23%. 

Dr. Ware assured the Board that the approved budget is set but as in the past, the budget will be amended in May.  The Superintendent of Schools is anticipating the administrative limitation to be less than 5% by May, 2006.

Motion: Smith; second: Schlueter; To approve the waiver request.  On roll call voting Aye – Forth, Schlueter, Smith, Swanstrom, and Gray.  Nays – none; Motion carried.
